Recreational Park Trailers - A History of a Product Undergoing Positive Changes
This brochure describes when Recreational Park Trailers were first produced,
their use and evolution into a viable product in today’s RV lifestyle.
It tells what the product is, how large it can be, and how it is being
used and regulated. It describes the national safety standard and
the creation of the Trade Association that supports the product, keeps the
Standard viable and supports the well-being of the industry members. An order
form is also enclosed as this brochure is offered without charge in reasonable
quantities to any firm willing to assist the Association with distribution.

A119.5 Standards Program Brochure
This six-panel brochure provides consumers or members of the industry with
a brief description of RPTIA’s A119.5 Standards Program. It describes
the Standard and its requirements. It provides insight into the Association’s
role, tells how the program functions, and how the Standard is created, updated
and enforced.
An order form is available for 10
to 200 hundred copies of the RPTIA Standards Program Informational Brochure, free to RPTIA Member Manufacturers and Suppliers,
Allied Associations, RV Dealers and RV Parks or Resorts. This brochure provides
an understandable summary about the association’s seal program. Information
is provided about the standard, what it covers, how it was created and how
future revisions will be made. The brochure details the pledge made by the
RPTIA manufacturers; that they will produce Park Trailers that comply with
the standard. The Process of inspection and enforcement employed by the association
to insure that members comply with their pledge is also described. The brochure
is targeted to inform the dealers, the campground/RV resort owners, government,
media and our consumers about the safety benefits vested in the Park Trailers
built by RPTIA members who display the association’s green blue and gold
oval standards seal on their products.

1993 edition, was accepted by ANSI on March 27, 1998. It includes,
for the first time, a new chapter covering construction requirements.

Recreational Park Trailers A document that details the
laws and regulations as established by the Congress of the United States
and/or the federal agencies of government. Also described are the current
definitions found in the ANSI A119.5 Standard for Recreational Park Trailers

and the definitions found in the bylaws of the national nonprofit trade association

Park Trailer Buyers (by width 1996 – 2001) A demographic profile
of Recreational Park Trailer buyers initiated in June of 1996 and updated
annually. Information compiled by distributing questionnaires to new
buyers in the warranty and information packets enclosed by the manufacturers
in new units. The postage paid responses are then reported by the new
owners and mailed to RPTIA for compilation. Data includes: age,
occupation, family, education, interests & hobbies, site characteristics,
satisfaction levels, accessories purchased, Recreational Park Trailer features
and intended use. Financial information requested includes price, down
payment, family income, source of purchase funds and the anticipated impact

Creating a Vehicle Identification
Number and a Certificate of Origin for a Recreational Park Trailer
Recreational Park Trailers are considered vehicles and as such are sold by
licensed dealers and are titled as vehicles in nearly all fifty states.
Most states will register Recreational Park Trailers (and will issue license
plates for them) if the unit is less than 8.5’ in width when on the highway.
To accommodate titling process, a manufacturer must issue a 17 digit Vehicle
Identification Number for the state to use. In many states manufacturers
must also provide an AAMVA uniform certificate of origin (C of O, or MCO
– a birth certificate for a vehicle). This publication informs the

Shows, which have traditionally displayed one or more Recreational Park Trailers.
The list of RV Shows is presented by the date of the event. This list
can also be searched by the city or state to determine when and if these
events will be coming to an area convenient to your location. Information
provided includes name of the show, location of the exhibit facility, city,
state, zip, name of the promoting organization, telephone, e-mail and web
site if one is provided.

Graphic display of the two kinds
of Recreational Park Trailers. All Recreational Park Trailers are vehicles,
mounted permanently to a chassis that is an integral part of the structure
that has less than 400 square feet of enclosed space measured using the external
projections. Such units are sub-classified into two types based upon
the width of the vehicle when it is being moved on the highway. As the artwork
depicts, one is less than 8 1/2 feet in width while the other is almost 12
feet wide.

ANSI A119.5 Factory Recreational
Park Trailer Standards Inspection Report – The form used by qualified third-party
inspection firms who conduct unannounced inspections that examine these units
at the factory at least four times a year to assure the Association that
the member retains the ability to build products that are in compliance with
nearly 500 Minimum Safety Standards and reports these findings to the RPTIA’s
General Counsel. The Standard covers the areas of plumbing, heating,
fire and life safety, construction and electrical systems but does not include
the competitive issues of quality or durability.

is RPTIA’s Standards Program Informational Brochure. It provides an overview
of the Recreational Park Trailer detailing how it is used and who the owners
are. It also reveals the history of the Park Trailer detailing the impact
it received from the energy crisis of the mid 70’s and early 80’s, our interaction
with existing and previous federal laws and regulations, the changes in the
width of the product and how it came to be. Also detailed are more recent
changes including the creation of the Recreational Park Trailer Industry
Association to represent the segment and changes that occurred to the definition
of Park Trailers. An order form is available to order from10 to 200

Non-Recreational Park Trailer Units Being Constructed to the ANSI A119.5
Standard. The memo deals with information about Manufacturers who might mislead
customers into believing that the units they were buying were acceptable
for an intended use.

Memo: Recreational Park Trailers Shall Not Exceed 400 Square Feet
It has come to our attention that some Recreational
Park Trailers being produced by manufacturers are being sold with statements
by the manufacturer and /or the dealer that these RPT’s are in compliance
with all state and federal laws even though the product as erected on-site
exceeds 400 square feet. Such statements are either misleading or are outright
falsehoods. The RPTIA has a number of publications that are very helpful
in explaining to the local jurisdictions just what a Recreational Park Trailer
is and how the unit will and should be used. Staff is also experienced in
working with local officials to insure that our products are correctly classified
and regulated. Members are encouraged to either contact the Association directly
when facing issues like these or referring their dealers or RV Parks to partner
with us in seeing hat the issue is correctly resolved.

with Zoning, Local Building Codes and Taxes The memo deals with the fact
that RPTIA has become aware of some of the Recreational Park Trailers being
produced by their member manufacturers are being sold with statements being

without building permits, zoning approvals or taxes being imposed by the
county or local units of government. Which might be true in some cases. The
RPTIA has a number of publications that are very helpful in explaining to
the local jurisdictions just what a Recreational Park Trailer is and how
the unit will and should be used. Staff is also experienced in working with
local officials to insure that our products are correctly classified and
regulated. Members are encouraged to either contact the Association directly
when facing issues like these or referring their dealers or RV Parks to partner
with us in seeing that the issue is correctly resolved.
